Dragon City is located northeast of Cadia Riverlands, connecting the Frozen Sea and the Sea of ​​Hope. This is the only passage permitted for all ships sailing from Northern Vale to Cadia Riverlands and further south. The geological advantage allowed this city to develop foreign trade, making it a thriving port and booming port city.

But this brilliant city has never known a single day of peace since its creation. Pirates from the Frozen Sea and the Sea of ​​Hope had invaded this city, attacking the port and pillaging the merchant ships. After years of unsuccessful resistance against pirates, the city's residents built a powerful navy, the Paenlong Fleet, to fight pirates and protect their homeland and trade routes.

The general of this naval fleet was the legendary hero Yi Sun-shin. Born and raised in Dragon City, Yi Sun-shin grew up witnessing countless tragedies happening around him: ships being attacked and fishermen murdered in cold blood by pirates. This is how the young Yi Sun-shin decided to become an admiral and protect his homeland.

Yi Sun-shin spent his entire childhood training and preparing for the future. He learned the techniques of sailing, archery and combat. He even ventured into the Dragon Altar and gained all the knowledge he could from the ancients.

At the age of 18, Yi Sun-shin finally joined the naval fleet, although he was only a sailor then. Over the next decade, Yi Sun-shin followed the fleet into numerous battles, traveling between the Frozen Sea and the Sea of ​​Hope and fought the notorious pirates. He showed unprecedented wisdom and leadership in battle, and gradually, after years of battle, he became the captain of the entire Paenlong fleet.

Under the command of Yi Sun-shin, the legendary fleet defeated the pirates time and time again, driving almost all the pirates back into the Sea of ​​Hope and restoring peace to this once devastated Dragon City.

As Yi Sun-shin continued to launch assaults, the pirates fell into a period of despair. The despair of not being able to win against Yi Sun-shin had also made one thing clear: if they still wanted to dominate the ports of Dragon City, they had to eliminate Yi Sun-shin. However, they knew they could not defeat him at sea. So, like evil pirates, they resorted to trickery. In disguise, the buccaneers infiltrated Dragon City]] and spread rumors, claiming that Yi Sun-shin was not content to rule, just the naval fleet, but instead wanted to rule the entire Dragon City and the Sea of ​​Hope, after achieving something so extraordinary.

Just as the pirate expected, the city's leaders took the gossip for accusations and the rumors for truth. In no time, they removed Yi Sun-shin from office and made him a commoner. Seeing this, the treacherous pirates moved on to the next part of the plan. They spread another rumor that the pirates were gathering near the Frozen Sea, providing an opportunity to hunt them down once and for all.

Although Yi Sun-shin strongly advised against it, the ruler took the bait and sent most of the Paenlong fleet on this mission, leaving only a few ships behind, to protect the port. But what they didn't know was that the pirates from the Frozen Seas and the Sea of ​​Hope joined forces and set up a trap in the northern part of the Frozen Sea, waiting for the fleet to fall directly into it.

The battle was a massacre. Without Yi Sun-shin to lead, the rudderless navy was no match for the pirates, many veterans drowned, and most battleships sank. Flanked by the pirate coalition, the once legendary navy was nearly wiped out.

Shortly after these events, the victorious coalition of pirates sailed into Dragon City, threatening to return and leave the place in ruins. Without a navy to protect them, the townspeople were frightened. Many civilians considered abandoning the homeland they had built. Some even suggested that the city give all their properties to the pirates, in exchange for their lives.

It was at this desperate moment that Yi Sun-shin once again defended his people. He gave a motivational speech, restoring hope and morale to those who were trying to escape or surrender. He mobilized civilians and armed them. Soon he formed a new fleet consisting of many fishing boats and a few battleships.

When the pirate coalition was at their doorstep, Yi Sun-shin led this new fleet to confront them, making a stink in his final fight, knowing that he would have to sacrifice his life, for the greater good. Yi Sun-shin ordered his own ship to charge forward and lead the way, despite heavy artillery fire from the pirate ships. Encouraged by Yi Sun-shin's heroic actions, Paenlong's brave men sailed forward and miraculously won the battle, even after being in a situation of extreme numerical inferiority. The pirate coalition of more than one hundred and fifty battleships was defeated by only twelve ships and a few fishing boats.

The pirates, who controlled both seas, were devastated in this battle and were unable to invade Dragon City for at least the next decades. As for Yi Sun-shin, he rebuilt the Paenlong fleet for the good of Dragon City and ensured its surveillance of the seas.
